China's Huazhong Energy Regulatory Bureau recently convened its Q4 2026 power safety risk control work conference, conveying the spirit of the 80th National Energy Administration power safety risk control conference and the notification on fabricated foundation pit monitoring reports at power construction projects; the bureau's principal leaders attended and emphasized deployment, and responsible persons from relevant power enterprises and power construction project quality supervision center stations in Hubei, Jiangxi, Chongqing and Tibet attended. The conference said the Central China region's power safety situation in 2026 was generally stable, having withstood peak-summer heat and high load, flood response and multiple natural disasters, but that accelerating new-type power system construction and high construction-project scale raise risk complexity, interrelation and uncertainty, while some firms remain lax, focusing on records over site conditions and relying on superior inspections. Five requirements were set: grid-style screening of major hazards under NDRC Order No. 41 with accountability for perfunctory self-inspection and rectification; solidifying cross-provincial and cross-region grid risk joint supervision and rectifying new energy grid-connected safety; tightening safety quality management of power construction projects, pressing the four parties' responsibilities and controlling high-risk work with decisive stop-work on major problems; coordinating autumn inspections with peak-winter supply security and extreme-weather response while enforcing the "two tickets and three systems"; and improving emergency response with meteorological, water resources and emergency management authorities and information reporting. Next steps include special supervision of major hazard investigation via on-site unannounced visits and stronger enforcement.
